The Centers for Medicare & Medicaid Services (CMS) released an updated GADCS Analysis Report on December 19, 2025, now incorporating Years 1–4 of Ground Ambulance Data Collection System submissions. Join the American Ambulance Association for a panel-style webinar featuring industry leaders and healthcare data experts as they break down what’s new in the report, what the data reveals, and what it means for the ground ambulance community.

Panelists will provide a high-level overview of the updated analysis, examine key trends and findings across the four years of data, and share expert perspectives on implications for reimbursement, policy, and operational decision-making. Speakers

Katie Arens

Katie is Vice President of Customer Access for Life EMS Ambulance in Grand Rapids, Michigan, where she oversees the billing department, mobile health solutions, and control center/dispatch operations. Katie is also the Chair of the AAA Data Work Group and Vice Chair of the AAA Payment Reform Committee.

Zach Gaumer

Zach is Managing Principal with Health Management Associates which is a leading independent national research and consulting firm in health care. Prior to joining HMA, Zach was a principal analyst at the Medicare Payment Advisory Commission (MedPAC) and one of the analysts who produced the 2013 MedPAC report on Medicare Payment for Ambulance Services.

Asbel Montes

Asbel is the Co-Founder and Managing Partner of Solutions Group Solutions which is a healthcare tech company focusing on data and revenue cycles. He has served in several leadership roles within the ambulance industry, including as Chair of the Ground Ambulance and Patient Billing Advisory Committee (GAPBAC).

Andrew Mulcahy

Andrew is a senior health economist at RAND whose research focuses on prescription drugs, payment for health care services, and health policy evaluation, drawing on large-scale Medicare and other data sources. He was critically involved in the design and implementation of the CMS Ground Ambulance Data Collection System (GADCS) and has led analyses of Medicare payment systems, insurance benefit design, and the U.S. blood system.
