It goes without saying that the past year has been a tumultuous one for the EMS industry. The past year has seen EMS agencies scrambling to find the operational and financial resources to ensure that they could respond to the COVID-19 pandemic. The federal government has responded with unprecedented levels of financial relief for individuals, businesses, and health care providers. The Centers for Medicare and Medicaid Services has also made sweeping changes to the Medicare Program’s coverage of ambulance services. At the same time, our industry has been preparing for the roll-out of Medicare cost-data collection, the implementation of the Emergency Triage, Treatment, and Transport Program (ET3), the national expansion of prior authorization for repetitive patients, and numerous other changes in Medicare’s coverage of ambulance services.
